Power Ten is under contract with the Marine Corps Installations National Capital Region - Regional Contracting Office (MCINCR-RCO) – Marine Corps Base Quantico to provide current and advanced research and innovative technical analysis (RITA) services to fulfill Marine Corps Study Systems (MCSS) requirements as determined by the Commanding General, Marine Corps Combat Development Command (MCCDC).  Under the RITA contract, Power Ten performs operations research, studies and analyses, modeling and simulation development, and engineering support services in support of the MCSS program.  This includes but is not limited to conducting studies that relate to the nature, theory, preparation, and conduct of warfighting.  Studies include but are not limited to the areas of requirements analysis, systems engineering assessments, manpower and training analyses, weapons system analyses, feasibility analyses, concept development, combat modeling and simulation analyses, scenario development, cost estimation and cost benefit/effectiveness analyses, intelligence studies, Analysis of Alternatives (AoAs), Joint Capabilities Integration Development System (JCIDS) analyses, business process and improvement support, consulting, documentation, reports, and plans.  The MCSS is governed by Marine Corps Order (MCO) 3902.1D under the auspices of the Operations Analysis Division (OAD), MCCDC.  It has been a program of record since June 1979, providing independent, objective, and unbiased analysis focused on current, mid and long-range issues that support the overall objectives of the Marine Corps including the Marine Operating Forces, the Joint Capabilities Integration and Development System (JCIDS), and the Expeditionary Force Development System.  

The RITA contract is a task-order based IDIQ with an $11M+ ceiling and a period of performance extended to 28 Oct 2019.
